First, a small correction: I noted that for Linux users Democracy seemed to come with all of the codecs required to play any type of video. Turns out that it will play anything that Xine (another multimedia player for Linux) will play. The assumption is, then, that my system already has the codecs required to play (almost) all of Democracy's videos.
Now onto the good stuff.
Now that I'm a Democracy member, I'm on the mailing list. I receveived an email to day that contained, among other things, a link to a list of things to do to promote a videocast. The list is understandably Democracy-centric, but still contains a lot of good information.

While I'm not necessarily a fan of the 'submit your feed to every directory on the planet' theory, I think 4 or 5 is manageable.
